There's two sides to homologation, one being the mass production numbers. If you didn't have that, how and where would you draw the line if the motorsport industry turns up with a road legal cross cart (buggy)? Or
even a sofa, to drill the point? Would you be expecting the industry to build something in the image of a touring car, even though it will never really be one, and with a design that will never be sent to production because that isn't the 'constructor's' business? The FIA would not stand to have a manufacturer's design being modified without the approval and involvement of that manufacturer.
And don't forget that rallying is a touring road sport. Rallycross is circuit racing.
