The rule was created to give everyone fair and straight conditions and to prevent safety incidents and troubles with local police. Before it was one big mess. Someone could finish (Loeb in Mexico), someone else was stopped by police (Mäkinen in Wales), some drove with co-drivers sitting in the side windows, on the bonnet etc. Now everyone knows, Tänak of course as well.
