Why are there no cross carts or sofa's in f1?
Just make a good set or rules about what is allowed and let everyone who has the means to build a car do that.

Quite far-fetched to think rally going to be running sofas if we stop the need for manufacturers homologation.
How can a safety cell based car with Rally2 technology end up as a sofa?
Every tuner buy that cell, engine, geometry etc is "free", no expensive materials, need a brand in front maybe, some extra aerodynamics, voila you have the new Rally1car. The cell has a worldwide certification so you can use it on normal roads as an purposebuild rallycar.

I'm not sure to what extent you mean "Rally2 technology" beyond power train; but if you want either a production touring car chassis or a "brand upfront" (ie current Rally1 lookalikes); you should still expect manufacturers and a homologation process, no?
A safety cell is not a chassis, so everything you've described so far could still be a buggy - no body panels, no windscreen etc, maybe something like this. If that's what you propose, fine, I'm just trying to understand your POV.

Maybe safety cell is the wrong word, but a chassis like todays rally1 cars, standard piece from a producer of choice from FIA, with a approval for use on road as a car for competition use.
Rally2 engine, gearbox, diffs, dampers, brakes etc.
Every serious tuner, like M-sport, prodrive, toksport, Weavers, etc can build a car and run a team, free of choise what kind of car, but limited to critical measurements on roof, width, length, windscreen, spoilers etc.
A way to build a car that is affordable for tuners, importers and teams.

you mean like, these teams being able to choose ANY brand they want (like, I want to Run a 80's LADA) or you are talking about a "generic" car not related to any brand?

This is where I could say that a buggy, or that sofa, is a car, but I think I get your point. The main point...
I can't ever see the FIA allowing modifying cars of a brand, imitating a brand's car, or using a brand on an independent car design, without that manufacturer being involved. What you linked to here would be a lot more likely. Although, it would have to be zero manufacturers involved for the private tuner bespoke designs to be allowed in 2027. They're keeping options open now but business would get in the way of competition, as it always has.
