New York is 8683 square km. The one I have in mind is much much, much bigger.

Ask yourself the question of what makes a city?

Pollution, crime & political corruption?

I had thought it would be New York. Not the most populous but spread over the five burroghs it covers a pretty good area.

Everybody knows it's Kiruna, Sweden.

Kiruna is big at 16.53 square km, but not the biggest.

Here is a clue in some countries the term city doesn't just take into account the municipal area, thi city I have in mind is one of these, they are called prefecture-level cities

Prefecture? I normally associate that with Japan, and Tokyo's rather large.
