    Kiruna is big at 16.53 square km, but not the biggest.

    Here is a clue in some countries the term city doesn't just take into account the municipal area, thi city I have in mind is one of these, they are called prefecture-level cities

    Prefecture? I normally associate that with Japan, and Tokyo's rather large.
