I really do hope, we see a lot of tuners. But realistically, what can tuners with maybe less budget (?) and definitely less experience than M-Sport do against Toyota.

Predicting that they will go bust after a few years at most, if they even show up.

Tuner is a concept that can work though for WRC2, where no manufacturer teams are present

I think that WRT Rally1 Spain have a shot, since is backed basically by the Spanish federation and the Government itself. If needed, they would easily get a multi-million sponsorship from Repsol or big companies like this.

At what point do you figure the plan isn't going to work and try something else?

They could simply go for Rally2 as top class, without the silly WRC27 made up funnymobiles or needs for kits. Yes, we know it won't be great for national championships. Yes, they will look slower, naturally.
Toyota doesn't like it? They can leave as a works team. Teams can sign up for the manufacturer championship like in the 2000s, when we had Stobart, Munchi's, Kronos, BRR etc, now we'd have Skoda Toksport, Lancia PH-Sport etc. Rest of Rally2 fields are privateers. Short term solution.

I mean if the kit is so good that it's supposed to be competitive with Rally1 then that just becomes Rally1?

I guess there are reasons that this does not work longer term.
