5min as engine change penalty for that kind situation is too much. Did Tanak have other offences with Finland marshals before?

5 minute penalty for engine change is for changing the engine after shakedown and before the rally starts. You can't change the engine after TC0.

I don't think that 5 minutes is too much for driving off while a technical official is inspecting the car - it's less than the penalty for not stopping at a time control.

Tried to edit post but forum gives database error.
What I would add is the procedure for holding a car while it is being inspected needs to be reviewed to stop this from happening again.
