5 minute penalty for engine change is for changing the engine after shakedown and before the rally starts. You can't change the engine after TC0.
I don't think that 5 minutes is too much for driving off while a technical official is inspecting the car - it's less than the penalty for not stopping at a time control.

The forum, she is not in a mood for edits this weekend. I found yesterday that it would give the "database error" when you try to edit, and leave you with both posts. But you can then edit the older post and delete it, if you want to clean up.
