wasnt there a new rule that if you cant get away from start line in 10 secs you will get a 1 minute penalty or smth?

If he didn’t get to the start line then he can’t get a penalty for not starting.

However, you’d have to think there may be a penalty for working on the car inside the time control.

I never said that.

If the codriver hadn’t been given the start time on their time card, then they had the issue and didn’t reach the start line, then I can’t see they didn’t/refused to start as they’ve not been given a start time.

Depends what happened.

Like I say, maybe an issue if they did any work on the car, unless the problem they had resolved itself.
