I read the quote, but I did wonder if that was always the strategy, or a happy by product of not being able to run 3 cars with the correct budget.

I'm pretty sure it was strategy, combined with economic strategy.

They clearly don't want to run more than 3 Pumas to ease workload and logistics for their workers, but still wanted to have one free car for customers. Otherwise, they wouldn't refuse Greensmith this year.

Not sure when the new rule about testing days was made. If it was just one day per driver per European rally, M-Sport would actually do less testing with two drivers. And now Toyota has to share the 21 test days between four drivers...
