All the time the car has been without number and now on one photo I saw they have put an old Yaris's (one of the first ones, #3) on it SP1003.

That's quite normal I guess. Usually the testing reg. plates are registered on the manufacturer's name not on a particular chassis. There is no need to arrange more of them if they are available.

I think those are temporary plates anyway, you can transfer them from car to another.

Actually they aren't. This specific one is registered to 2017 Yaris with certain vin number.
+ no insurance either
But okay, let it be. Testing in closed areas anyway, just a friend from Estonia mentioned it.
