Yes the MR is faster in general. The R4 cars have a better chassis with a better suspension geometry and a transverse engine, but the MR with a more powerful engine makes the difference. In very twisted sectors cars should match.
The key is that the MR cars with the latest ECU settings are getting 310-320 HP, while the R4 have a 265 HP engine. There is a long time discussion about that between the teams.
