As you mention there are some good changes on the circuit, to highlight them even more here:
- no donuts
-no multiple laps ( so no car overtaking)
-no penalties (where do you have this info from?)

Without multiple laps there should be time to correct moved cones/tires. However there might be some issues. If they use plastic cones some people might cut a lot over them om purpose, if they use tires or haybales and somebody moves them it might be hard to place them back. Previous years some corners had massive "unmovable" barriers so that might be an option.
