Those are good examples of time penalties, and even exclusions, that were used in the past but at some point (2015?) they started to be replaced by fines, which become the new normal. Hyundai 50k€ fine in Italy 2016, for lighter rear windows, is also a good example as some years before Ford drivers got a 5m penalty for a similar infringement (Portugal '07).

Sorry, a lot of work after these 4 days off, and English is not my native language
As a lot of people, I guess, I was still hesitating about this rally ten days ago...especially with the huge entry list.
In my case, I thought the sanitary risk was quite low, as I use to sleep in my car and bring my own food.
I spent a few days using WRC+ / Rally-Maps / OpenStreetMaps looking for "hidden" paths to the special stages, and planned to walk before sunrise...
I took a covid-19 test last Monday, filled all the required forms, booked a "fake" hotel and took the ferry from France last Wednesday. It turned out, when arriving in Sardegna, that _nothing_ was required, I just had a quick temperature check...
Thursday morning was spent trying to find access to the Castelsardo special stage, and then I got to the Olmeldo city, head of the shakedown. A lot of marshalls and cops, it began to smell bad
In fact when trying to reach one of the places where I'd planned to park, some marshalls were guiding people...I walked to the shakedown, and saw...a food truck, a parking, tens of cops, a few tens of spectators !
It turned out marshalls were just trying to keep people behind the green lines...After that, I began to think it would be easier than expected.
Some more recel in the afternoon, and I headed to the Tula special stage for the night. I was the second car parking here (hello Matthias ), but when waking up there were a few dozens of other cars...and at least 100 people at the junction with the road. I spent the 2 loops in Tula, which is a wonderful rollercoaster place, and then took my car to the Castelsardo special stage.
When arriving in Castelsardo, I began chatting with 3 marshalls which offered me a fresh beer (which I refused, but I was happy to accept a fresh bottle of water ). They were super nice, but not very concerned by covid-19 issues, and had no instructions about blocking the access to spectators...
After ~ 40 cars I went back to my car, and rejoined the Monte Lerno special stage. I parked outside of the stage, which turned out to be a "mistake", as I had to walk 20km that day...same here with the marshalls, only one told be (it was still dark) not to walk on the road, and the marshalls on my first loop's spot were very nice, I showed them photos of the last day, it was nice. Timetable was the same as the day before, with 2-3 hours to get to the afternoon special stages, and I went back to the Castelsardo special stage.
This was the only time I've found marshalls to be "nervous", because of 10-20 spectators just after a series of 3 bumps...but they left and everything went smooth.
I then got to the powerstage for the night, on a parking ~ 200m from the beach. At 11PM there were...3 cars parked.
In the morning a lot of cops, which were only dealing with cars badly parked on the side of the road.
But A LOT of marshalls on the special stage, with groups of 10/50 people all around the public areas, which cover the entire special stage. Once again, marshalls were not too concerned about placement, I was able to get "close" to the cars on some places.
To sum up, I haven't meet anyone (marshalls/cops) who had instructions about blocking the public...but I met A LOT of people (especially young ones) without masks, even some marshalls...
A wonderful event, 8 special stages, 51km of walking, I had the chance to meet some nice people, and talk to a few pro photographers...I'll definitely try to come back next June, fingers crossed !
