Rules don't allow it, start order is ruled for entire day (championship order for first day, provisional classification reversed for sunsequent days). I am not quite sure why it was done in Estonia, likely organisers got special dispense from FIA to do it.
If you compare it with Rally1, then of course. If there will be no comparison and there will be 20+ Rally2 cars with good drivers, it can be different...
I agree, it’s very easy to get into a death spiral with the mistake, so just get a few good scores on the board and build.
