Hmm. I haven't visited the foreign rallies but I have a feeling that Monte and Argentina have only some forbidden areas, other than that everything goes. On most other rallies it's the other way around. Only spectate at spectator areas and everything else is not allowed for public. Of course, in rallies like Finland and Sweden you see the experienced spectators finding their own paths to the stages and behaving well, but not on the small roads of Turkey, Mexico, Sardegna or Portugal.
