I think turbo engines for this small cars are not suitable for rally.

Why? They are well suitable. They just need at least some modifications due to emissions/fuel consumption optimization of the stock units. The naturally aspirated engines still on the market are much worse for racing use (Mazda or Toyota engines for example).
The point is that turbo engine optimized for emissions and fuel consumption can be tuned to be good for racing. Naturally aspirated engine working in Atkinson's cycle hardly.
By the way the turbine in 1.0 EcoBoost has something like 35 mm in diameter (I have it on the desk). I think that with some ECU modifications this engine shall not have an issue with turbo lag.Stupid is as stupid does. Forrest Gump
