Seems like a typical issue for Hyundai, I can recall at least 4 times this happened with the new car.

Toyota seems to get a lot of front-suspension and engine-related issues.

Fiesta had engine management/sensor issues for first half of last year, now seems like it's ok.

Citroen looks most solid overall.

I has been like this the last 3+ years. Supposedly there was no point in rejoining just to clean the road. This way they can set some good stagetimes. But it's always unfair to the last wrc cars that make it trough, then again those still get good points.

I think re-starters were first on the road until 2016, they were switched to after P1 starting from 2017 season.
EDIT: Or was it 2015 and 2016 respectively...

They were definitely not first in 2016. Since that was the year when Championship leader was also first on 2nd day leading to massive Ogier complaints.
