They rolled a few times... may have wanted to check to see if all wheels on and pointing (reasonably) in the right direction.. Not such a strange thing.

If it is just a new investor (not a new Promoter) that means they wont be changing anything except financial matters. And yes, the FIA has to decide and approve the Regs.
