My understanging was that the C3 does not have the new suspension parts yet. So basically it is a last years car in that department

I thought the main improvements were for gravel setup

So basically he's probably upset the car was not developed at all for this rally. If we assume that then most of his comments like we can't fight this is all the pace we've got (paraphrasing) would fit.
