Yes, but problem with weather is too serious. They are not able to run a rally in February without snow and ice. They were trying every year and every year they were fighting to organise/not organise the event due to the weather. Once they were forced to cancel the event week before rally and it almost killed them. Thats why they dont want to go to the same risk again...
And there is not a time of year when they can either (almost) guarantee snow or when they may get snow but it would be ok to run it as a gravel event if not?
