Is it really such a big problem? Loeb was driving Citroen Saxo Kit Car, before stepping up to WRC, Ogier was driving Citroen C2 S1600 and Dani Sordo was driving Saxo too, if memory serves. Was the gap between the World Rally Car and S1600 car big? Yes, it was, but it didn't stop those drivers on their way to the champions league.

For young and upcoming drivers there is no problem with power gap between the cars. In their age, they need to learn basics of the rallysport, consistence, ability to fight for seconds, to concentrate on long events, on long stages. So much power is not necessary for it...
More power doesnt mean more spectacular. But fore sure more power means more expensive runnings costs and less reliability for cars.
Sorry, I cannot see any advantage of making R5 more powerful and more expensive.

Yes, you are right. I made a mistake. It was Dani Sola, who was driving Citroen Saxo, not Dani Sordo. Thanks for the correction.

Interesting fact - Skoda Fabia is the best R5 car in 2017 so far. This car leads 18 international and national championships at the moment:
