ERC and WRC2 has its pluses and minuses. But to be fast or "champion", knowing the roads is not the most important thing. You should go step by step and learn how to fight for seconds in rallies, how to fight for win in overall classification, when there is big pressure to you. In WRC2 you are sometimes (most usually) hidden and it is not only about the speed, but mainly about reliability.
Yes, I think that is why IRC had such a good record creating future stars, because there were often big, close fights at the front of the field.

Also, IRC and ERC have a better balance of surfaces that WRC2.
