Latvala is the key here.
a)Tanak passes him,Ogier doesn't:1.Tanak 2. Latvala 3.Ogier

c)Noone passes him:1.Latvala 2.Ogier 3.Tanak
Of course they are always possibilities of mechanical problems and driving errors.
