Actually you can. Normally You don't run longer gearbox with weaker engine (unless it's completely different design, i.e. has completely different characteristics). See R5, S2000 or even gr.N where cars with stronger engines have also higher top speed.
In case of 2017 I would say that the main unknown factor is drag force from the aero package.Stupid is as stupid does. Forrest Gump

It would be interesting to know where the difference come from. The speed gun may be badly calibrated for sure but who knows how good data WRC+ has? Eurosport used to show simple GPS data in IRC and those were not very accurate (the value was shown with a certain delay and not 100% smooth).
For me it's very hard to believe that 2017 WRC cars would have smaller top speed than 2016 cars and even than some R5 cars (Fabia has a real top speed roughly 195 km/h).Last edited by Mirek; 22nd January 2017 at 21:42.

Road condition and configuration also may take some effect.
About WRC without monte... yes, there could be one, but not without some alternative series/rally. There is always a place for such challange.
