Are those speeds supposed to be from a speed gun? If you watch onboards from wrc+ in that place all speeds are 10km/h less. No one goes over 200km/h there

It totally is long term solution, more so when the regs are designed for future flexibility in mind. Rally2 sourced engine is just fancy phrasing for road-car derived engines, which is imo...
