10.1.2 According to the greater number of highest places achieved in the final classifications on their respective Championship, counting only those rallies in which each of the drivers and co-drivers concerned have taken part, one 11th place being worth more than any number of 12th places, one 12th place being worth more than any number of 13rd places, and so on.
In the event of a tie I take this rule to mean that you factor in more than one result (greater number of highest places). So we need to look at the WRC2 classifications on rallies in which they both took part.
Portugal: Evans 14th // Suninen 16th
Poland: Evans 2nd // Suninen 1st
Finland: Evans 3rd // Suninen 2nd
So Suninen has the greater number of highest places (2), plus his best highest place (when head to head with Evans) is higher (1st).
