IMO I don't understand why Magelhaes stopped the stage.
Rocks on the road are part of rallying, you can not know at all if it is planted or not. If you are first on the road, you can encounter rocks, it's a "racing incident"
He should have (tried to) continue and let the rally continue. I understand he got a penalty.
