Apparently they wanted him to stop and check with the spectators - despite him not at all realizing he had hit someone...

So apparently every time there's even a remote chance of having hit someone, you should check... and I'm sure the decision would be absolutely the same had it been Ogier...

Seeing the onboard from Latvala it was clearly visible that they hit the guy. But thats it. It happened - it was sanctioned according to the rules - move on.
it's a suspended sentence, comes only into effect if offence is repeated this year. So no big deal. And the fine is probably peanuts for VW / Latvala.

The chief steward is a German...
I think the point is, they're basically calling him a liar. He knew he hit someone - even softly - enough to bail up the reporter about it.
He'd already lost time going off the road, he could have at least opened his door for 5-10 secs to get the thumbs up from the spectators around him...

2016 WRC Sporting Regulations Article 40.4:
INCIDENT ON A SPECIAL STAGE INVOLVING A PERSON WHO IS NOT A CREW MEMBER
If a crew is involved in an accident in which a member of the public sustains physical injury, the car must stop immediately and the procedure as laid down in Art. 40.3.1 must be followed.

What FIA really should do is inspect Rally MC safety plan and it's implementation to see whether that rally has place in WRC or not. It seems that plan itself is flawed (speccies should never be allowed to line the road directly but be moved at least few meters away from it) and it's implementation sucks (seems that nobody - or very few - marshals police that NoGoZones are really respected). Just my 2c...
