I don't know if that's possible. I do know Pieter Jan Michiel Cracco went to Estonia to drive rally before his 18° birthday... http://www.ewrc-results.com/profile.php?p=33306 I also see he drove a rally in Belgium before his 18° birthday (rallye de hannut). Maybe he could fix something with the organisation. But Ypres isn't rallye de hannut offcourse...

If he is doing Junior ERC he is falling under FIA and I think they allow it because Kruuda did some ERC or WRC events under 18?

So most probably it is (technically) possible to receive exception from FIA but it costs a lot of money. (I see that as only possible reason why only Kruuda had it during last 10 years)

I don't think there is some kind of universal FIA exception. In my opinion it must be negotiated on national level in every country. I think it was like that with Kruuda on Barum rally but I'm not sure.

PJM Cracco participated in WRC Rally de Portugal in 2013, he was 17 years old at that time. It depends on the local law indeed. I think in most countries you are allowed to drive if you have a valid drivers license (from any country), no matter what age. With PJM Cracco they did only one event because it was a difficult situation, being actually Belgian, and in Belgium you shouldn't drive before the age of 18... He had an Estonian nationality/drivers license/competition license just for rallying.

In Portugal we can't driver until 18. Maybe the codriver drove on laison?
No major mistakes nor trouble for Rally1 cars today. Great showing by Solberg. Seems like Thierry finds the Hankook hybridless car more to his liking on fast gravel rallies. Kalle, not so much, even...
