Yes. At work we can't access youtube, facebook ( not that I ever try to get on that crap ), twitter, skype....
Then there are sites considered pornographic or God knows what filters they use. It happened to look for a medicine for my mum and to get a "forbiddden to sites of pornographic nature", We also can't send/receive emails to/from yahoo, gmail, hotmail if they have picture attachments. But we're inventive and developed an interinstitutional "network" of funny/interesting emails and send them from one another to cheer up.
