Suninen says here that the wheels should not lock in order to regenerate energy. So likely handbrake will not help either.

It doesn't help that current rally cars are the fundamentally wrong cars for rallying now (in my oppinion). We should be driving super cars and/or jeeps, since with them you at least have a...
