Sure it's not as spectacular, but the competition is just so wide and "local" guys can drive "same" car and be competetive. Proven over and over on many rallies.

Yes with really full factory push and lots of testing the manu teams would have some advantage but would still be much wider competition than 3-4 cars as it often is in RC1.
It looks like that here because we have only five WRC2 entries and even they are not proper factory team entries but drivers paying for their drives. And none of them is driving the best car, Skoda. The two most experienced drivers (Mikkelsen and Östberg) are skipping the event, as are most of the French WRC3 drivers.

You can also check how it was from 2015 to 2019 with Skoda Motorsport putting in proper effort, not much chances for local guys.
