I doubt anyone can win time by pushing a heavy object out of the way. The later cars might get and advantage, but the one pushing will lose time. Only brushing it might gain you something.
The penalty is ridiculous because Evans didn’t gain anything with it, he rather lost time based on the split times You could punish them then also by losing the mirrors when touching them or not...
