The old City of York (pre almagamtion) still has private contactors. Apparently 96% of Ontario Municipalities use private contractors. We do up here. All of the GTA use private contracors and their costs are lower than Toronto's. Apparently the strikers want a 3% raise every year for the next 3 and to keep their 18 sick days a year which they can bank.
I do understand, as you say several business areas have hired their own waste disposal companies and most large companies and many restuarants already had private disposal firms. The hotels have private contractors.
Besides if the wind is off Lake Ontario which it usually is there will be no smell. Ontario Place is a Provincial facility and has it's own waste disposal contract.
I would imagine AGR will have private contractors to clean up each day, although the strikers might try to interfere.

Sounds like if the Toronto government (or any government really) would grow a backbone and tell the garbage workers to go away, it would save them loads of money. Seeing as how there are a bunch of private firms that do it for less, and possibly better too.

She'll qualify mid-pack, as usual, and finish slightly lower, as usual.
