I think it was a reference to this statement:

One thing is for certain.
Whoever wins the SCC they will race a works SEAT sometime in 2009. And as it stands it is likely to be Rob Lawson to race alongside Jase and DT who has 228pts over reigning Champion Jonathan Adam who is up to 206 thanks to his 4 wins out of the last five races. Three of them wins on top of a bonus point for setting the fastest lap of the day.Manufacturers Champs (06'), Teams Champs (07')

he should be in the BTCC full time by now but he doesnt have the cash that is the only reason. any car he tested he is fast in but he struggled this year to get out as the so called prize money barely pays for the travelling expenses. if this was the supertouring era with lots of factory support he would have been on the BTCC podium by now but it isnt.

I agree, If JA had more cash there is no doubt he would be up there with the like of Mat Jackson and if im honest, I would tip him for the title because what country is he from and where are the next rounds? see what I mean?

How would any of the proposed changes from this silly working group have changed ANY of that in 2025 or 2026?
