    12th Team to join F1 in 2027

There is a rumour that Horner has joined forces with BYD to bring a 12th team to F1 for the 2018 season.

BYD is certainly looking into the prospect of joining F1. But I think they are open on the idea of it being a new team or buying an existing one. If it is a new team then no chance for 2027, talking 2030 at the earliest realistically and probably aiming for whenever the next engine regs come about.

I think BYD would buy Redbull VCard or Alpine. It would not surprise me if they bought Williams

I don't see a 12th team entering F1 in the next couple of years at least.

Well it won't be within 2 years for sure. If Cadillac is anything to go by there needs to be about 2 years of consideration by F1 and about 3 years of prep from the team, even if these can happen in parallel.
