If they're aimed at national competition, going through FIA paperwork could add unnecessary €€€s to the cost/price.

not necessarily. look at france fr6 (that basically is the reference for this...). they're aiming to have the same national homologation in italy too.
they sold 100 lancia rally4 for the trophy. if they add a similar "rally6" trophy they could probably sell similar numbers.

Rally-5 kit is homologated through an ASN, not directly with FIA, so costs are not the same.

FR6 are allowed in Portugal as RC6N national. They also race in last Portuguese championship rally.
Hungary will use them too on Peugeot Rally Academy.

At least for the Clio is clear, it cannot have a Rally5-kit because it is homologated and has a VRa5. I'm guessing the others having VRa4 are also problematic because any VRa4 also allows a VRa5.

I haven't looked too closely or cannot remember, what is the difference between these cars that they're not meeting... the already FIA homologated Rally5....? Whatever it is has to be down to reducing costs, surely?
