Repeated stages makes it significantly easier for the organisers, they need to find and close less roads and need fewer marshals (latter is important in rallies where marshals are volunteers and in short supply, like in Finland). Also competitors need less recce but suffer from broken up roads on re-runs.

Potentially yes, depends on nature of the roads.

I also forgot to mention that the driver who's gotta sweep the road clean will appreciate the repeated stages too.
