Depends on the cars also. If all top Rally1 and Rally2 drivers will be driving Rally1 cars, especially due to experience not so many Rally2 drivers will fight for win. But if all of them will drive Rally2 cars or something brand new (somewhere between Rally1 and Rally2), I am sure that also some Rally2 drivers should be able to fight for a win.

In my opinion, that's the issue with an exclusive or elitist Rally1, the ones who are there already are always gaining experience so it's hard for someone new to come in. Usually they need 1-2 years to "grow into the car" even if its a super talented driver. Eventually this leads to periods of dominance.
