Yep, if it took too much water then the engine will not start. It's a big possibility.

IMO these things still shouldn’t happen

Ott is still standing after the stage

Looking by the live pictures others didn't splash the water as he did. And it's not always about speed, but maybe braking too late, nose too down, entering the watersplash with a wrong angle etc.
