Ogier himself didn't reveal it and Latvala did not say the reason also. Something was done in the service or done incorrectly in the service. But what exactly, they don't say.

if i understood correct .that was an issue as the car left service park,but the crew fixed it, thats why they were late at time control and took 10sec penalty?

Yes, and my question/assumption is - is it fully fixed or he actually loosing time because of some issue additionally do not have fighting mode/mood.
