IMO it looks like the wheel was broken from some hit before. It looks to be off its position in this video for all the time it was visible.

Good job by Breen with the o/a win, 3 stage wins and always in the top 5. To be expected as the conditions would suit his background in Ireland and he has done the ACI in the past.
