Doesn't the regulations mention that P1 drivers can only have one test day before the rally?

Never heard about that.

Usually each driver test one full day and Team lose 3 (or 4) Test days because of that. Total test days are counted not how many each driver does.

No such rule. Only the testing days in a year are limited. You can choose to use half of them for Monte if you wish.

Someone who knows this stuff corrected me that actually the testing is now limited to one day per driver for every European rally. There is just some additonal testing days added to test the new tyres.

Article 68.4.2

I attached one print screen of that Article, but I'm on the mobile and I don't know if will be posted correctly...

For 2021 Manufacturers have an extra 9 days of testing because of new Pirelli tyres...maybe this second days fits under that article.
