and you can only have a certain amount of homologation jokers in a year. Perhaps they've already used their jokers for this year?

Or they found out it was not so big improvement, or some other completely different reason. (For example not making enough parts before the rally).

Just pointing out the difference.

Remember how they used new diffuser with central exhaust during like a whole week of pre-monte tests this year and then they showed up with side-exhaust (but upgraded diffuser) on the Monte itself and used it ever since. That was massively weird.
