Where do you keep getting this from? Are you choosing to deliberately ignore the reports that Kalle will drive a full season for Toyota?

If it is just a new investor (not a new Promoter) that means they wont be changing anything except financial matters. And yes, the FIA has to decide and approve the Regs.
