Having a nominal time is always a bad thing indeed, hard to be fair. But to say it will favour Neuville, I'm not so sure. Before the "all-live era", the stage would have been cancelled completely, to give a clear signal to all spectators...

Yup... Neuville has fresher tires due to this and ue gets to double check his notes at road speeds...
