Looks very much like a pitot-tube to me.

Not sure you'd need it just to measure speed and if you want to measure some airflow changes due to the car front it's a bit too high up?

Yes, but even so you can measure the impact of the car on air flow speed, probably at different heights over the roof. It could also be useful as a validation for numerical simulation (CFD) results.
