if there are problems with spectators, canceling a stage is the best thing they can do. not because of safety on that stage, but because it shows spectators they are not afraid to cancel some. it makes spectators think, and even makes them angry so they will try to enforce safe places and distances on others themself.

Put yourself in Mouton's shoes. How would you feel if you were unhappy with a big crowd of spectators standing in an area you thought was risky - and despite worrying about it, let the stage run and a car ploughs into many people. Could you have that on your conscience for the rest of your life - that you ignored your instinct, worries and judgement from years in the sport, to take a chance and let the stage run. It would be on you.
99% of the time in sure it'd run safely, but she can't take the chance. It's different if it's one idiot who's positioned in a bad place - they might not even be picked up or spotted by any of the marshalls or safely crews. But after warning the crowd of people to move back or the stage is cancelled - and also doing it on AllLive too, she couldn't then let it run if they didn't move sufficiently. Spectators just had to suck it up and watch from a different place.
Marshalls and organisers could've done a better job earlier on of sorting the problem I agree, but Monte has always been too relaxed with spectator safety compared to other events it seems.

Conditions on SS5. Slippery ice on places, but mostly the white stuff have traction on our 2km sample. Some postcard views too.

Spot on. The no go areas are apparently growing alongside an increasing number of spectators attending the event; besides, some spectators zones are badly choosen, providing a poor spectacle. Maybe the overall spectators boxes concept should be revised. Btw, blaming Mouton for the problem, as she’s only verifiyng the safety conditions, seems a bit brainless.
On the positive side, like denkimi is saying, let’s hope this early cancellation will make spectators realize they must take organizers orders seriously for the rest of the rally.Rally addict since 1982
