There was a queue of cars to check in at TC19A which is regroup-in TC. And they waited their time

No. I think this is not break of article 2.13. There should be no penalty, maximum of reprimand.

But in this case they are not in regrouping. Regrouping start in TC 19A, not before...

Most logical place to check is at WRC.com, and not on Wikipedia.

yep, but they can't check in before Tanak was checked. So if no TC19A late penalty for Ogier - it was before in queue to check-in.

That's why I post about 1.12km and so little time (6min) between next TC. If Tanak arrive straight on time without any holding before - it's solid 3min late for Ogier

From my point of view, it is stupid decision.

Yes it´s stupid but right one. Time penalty would have been wrong. And no penalty also would have been wrong. Time card is so important paper, so if you lose it you must get penalty.
