Surely, that rule applies after a crew has received their start time at the stage TC and moved to the Start Control.

I was thinking the same but couldn't find other rule in the rush. Besides the unsportsmanlike behaviour.

37.4.2 Any crew refusing to start a special stage at the time allocated to it will be reported to the Stewards, whether the special stage is run or not.
